Many of the policy conditions to which it is applied will be right beyond a peradventure. The danger lies, as was argued in Aid and Power, in the excessive multiplication of policy conditions and the use of informal cross-conditionality to enforce large aggregated policy packages, many of whose conditions will be right but some of which will be wrong. Rather than the outlawing of cross-conditionality, what is needed is a self-denying ordinance to limit its use to a small number of crucial policy reforms whose benefits are as unambiguous as possible.

In the NPE, all this has changed. Interest group competition has become deJtructive of the public interest (identified with liberalisation policies) and symptomatic of a political fragmentation which occurs when politicians and administrators (illegitimately) as well as ordinary citizens (legitimately) pursue their individual self-interest (Grindle, 1989: 13).
