It was his successor, Dr Feliciano Viera (1915-19) who was to carry these changes into effect by carrying through the Constitution of 1918, weakening the power of the executive president and allowing both parties a say in government through the creation of a nine-member Council of State on which the minority would have three representatives. The First Colegiado, or period of collegial government, received the support of the Blancos and, as they had hoped, their party gained strength from their new role in government.

BRAZIL: THE OLD REPUBLIC Brazil, with its very different inheritance, faced not only the problem of the future of the Amazonian Indians, but also the complex inheritance of slavery. In Brazil, with its classical inheritance, slavery was a civil status and not a mark of race. There were white slaves as well as black, and slaves could and did own slaves in their own right. On the other hand, as in other slave states, slavery was regarded as a taint in the blood. The institution itself had lingered for a generation 30 Latin America in the Twentieth Century after the American Civil War, while landowners pleaded economic necessity and politicians the immense complexities of doing anything.

Then in 1895 the poet Jose Marti landed in Cuba to restart the movement for independence. He was captured and shot, but the revolt continued and as the Spanish General Weyler rounded up the local inhabitants into concentration camps (campos de reconcentracion) opinion in the United States became increasingly restive. Fanned by the work of William Randolph Hearst, it erupted into anger in 1898 when the USS Maine exploded while it was moored in Havana, and the United States declared war on Spain.
